Add some arch variants to Fedora and Ubuntu.
Change analysis jobs from using arch to fedora images.
Change Windows jobs to use LTSC2025-based images.

Changed from static assert errors for when the version is above the
maximum the header was generated against to just a warning.

Reworded the warnings and errors.

Updated scripts for code coverage and sanitizer use, and removed the
Catch one as Catch now comes with it's own CMake module scripts.

More concise steps/scripts for building/testing, less reliant on
environment variables.

Removed Debian 10 jobs.
